Nice, but not so easy to use.
The goal of a GUI is to make to user understand more rapidly what he can do and how. Icons and graphical menu can be useful for that, but only when they are properly used. that's not the case here.
Interface
-----------
1. Icons: can be more-direct when know what's behind. Can be unuseful when you've to GUESS what it means (or look at the URL)
2. Menus at the top, menus at the left: which one is the most important or depends on the other ?

1. User management: after a fresh install of the system, I can't find where you can manage users/groups
